Why don't I see any effect when I change the "Resting Resolution" slider settings in the Molecular Representation panel or in the Preferences panel under Molecular Representation → Atom and bond quality?

The Resting resolution slider settings only affect the quality of the rendering of atoms and bonds when you are using OpenGL 1.2. A different mechanism is used with OpenGL 2.1 to draw atoms and bonds that does not need a resolution setting. The "Use simplified representation when moving" setting does change the rendering of ball-and-stick and tube representations when doing transformations, with both OpenGL levels.
