Is there a button to get to the menu that is under Edit → Fragment?

Yes, this functionality is available from the Edit toolbar from Suite 2011 on and the Maestro toolbar in earlier releases. Click and hold the Build button (icon with a hammer) to expand the menu for the button and select "Fragments" from the menu.
