At what point in the Glide docking process is ligand torsional sampling done?

The torsional sampling is done prior to placement of those conformations with particular orientations and positions in the active site. See the description of the Glide's docking algorithm (conformation generation, hierarchical search, and scoring) in Section 2.1 of the Glide User Manual.
